Frank Dixon

Program Director

Frank leads the program efforts for over five (5) PTAC offices across the state of Connecticut. Frank works closely with PTAC staff, economic development entities and federal, state and local government agencies to assist small and medium-size businesses in their public contracting goals. Frank is a United States Army Veteran with 20 plus years of providing strategic leadership, operations management, domestic and international business development in multiple industries include automotive (Danaher), aerospace (Sikorsky Aircraft – United Technologies) non-profit and higher education where he assisted in the negotiations and success of several multi-million dollar DoD contract proposals. Frank attended Fayetteville State University and has a B.S. in Business Administration. He also has numerous professional development and community awards: Business Acquisition Management (BAM) University, Negotiating Solutions Course -The Mattford Group, ISO 9001 & 9002 Procedures and Processes Course – Oberthur Card Systems, DAU Certifications and more than 15 Military Awards for Achievement & Meritorious Service.

Cheryl DeMarco

Procurement Specialist

Cheryl DeMarco is a government contracting counselor with the Rocky Hill office of the Connecticut Procurement Assistance Center. She brings 7+ years experience in sales, negotiations, and customer service in real estate. In addition, she has experience as a Contract Specialist with the Department of Defense, Hanscom AFB. She earned a Bachelor’s degree in Business Administration from Hesser College and a Master’s degree in Business Administration from Rivier University.

Yu Han (Jamie) Yang

Database Media Manager/ Procurement specialist

Yu-Han Yang is bilingual and has a variety of experience with many diverse groups. She specializes in project management, data analysis, and digital marketing. Yu-Han Yang has a BA in Business Administration from Ming Chuan University in Taiwan, and MS in Project Management from Northeastern University. She also earned a certificate of Digital Marketing Analytics from Massachusetts Institute of Technology and is currently a Certified Associate in Project Management (CAPM) from Project Management Institute. She enjoys assisting her clients apply for government registration, certificate application and marketing research to enhance business growth and development.

Marisol Herrera

Procurement Specialist

Marisol Herrera is a Procurement Counselor with the Connecticut Procurement Assistance Center.  She previously worked in the private sector as Director of Certification and Minority Business Enterprise (MBE) Services at the Greater New England Minority Supplier Development Council (GNEMSDC) concentrating on advancing business opportunities for its certified Asian, African-American, Hispanic and Native American business enterprises and connecting them to corporations.  She’s a TESOL Instructor at UConn Stamford campus.  Marisol’s committed to giving back the community and serves as President of the Hispanic Chamber of Commerce of Greater Bridgeport.  She has been co-owner of a small construction company and familiar with pursuing government contracts from a small business perspective. She’s a certified mediator, earned her bachelor’s degree in Liberal Arts from Southern Connecticut State University and MS in Management from Albertus Magnus College.

Valerie Marchand

Procurement Specialist

Valerie Marchand is a government Procurement Counselor with the Connecticut Procurement Technical Assistance Center (CTPTAC).  Valerie brings 23 years’ experience in government contracting from the Aerospace and Defense Industry. She has experience in exporting (exporting compliance coordinator), importing, logistics, operations management, program management, small business liaison, and supply chain management. She earned her Program Management Certification from UC Irvine, Master’s degree in Business Administration, Rensselaer Polytechnic Institute, and Bachelor’s degree in Business Administration from Green Mountain College. She has experience working for major government contractors doing business in the defense industry. Namely, Allied Signal, L3 Technologies Inc., and Northrop Grumman.

Joanne Morenzoni

Administrative Assistant

Since 1985, Ms. Morenzoni has provided office administration and purchasing support in the Department of Defense and commercial contractor environment. She has coordinated government property tracking and has experience in facilities management. Her specialty is creating detailed technical reports.
