APTAC Region 1 – New England Director
Frank leads the program efforts for over five (5) PTAC offices across the state of Connecticut. Frank works closely with PTAC staff, economic development entities and federal, state and local government agencies to assist small and medium-size businesses in their public contracting goals. Frank is a United States Army Veteran with 20 plus years of providing strategic leadership, operations management, domestic and international business development in multiple industries include automotive (Danaher), aerospace (Sikorsky Aircraft – United Technologies) non-profit and higher education where he assisted in the negotiations and success of several multi-million dollar DoD contract proposals. Frank attended Fayetteville State University and has a B.S. in Business Administration. He also has numerous professional development and community awards: Business Acquisition Management (BAM) University, Negotiating Solutions Course -The Mattford Group, ISO 9001 & 9002 Procedures and Processes Course – Oberthur Card Systems, DAU Certifications and more than 15 Military Awards for Achievement & Meritorious Service.

Yu-Han (Jamie) Yang
Database Media Manager/ Procurement specialist
Yu-Han Yang is bilingual and has a variety of experience with many diverse groups. She specializes in project management, data analysis, and digital marketing. Yu-Han Yang has a BA in Business Administration from Ming Chuan University in Taiwan, and MS in Project Management from Northeastern University. She also earned a certificate of Digital Marketing Analytics from Massachusetts Institute of Technology and is currently a Certified Associate in Project Management (CAPM) from Project Management Institute. She enjoys assisting her clients apply for government registration, certificate application and marketing research to enhance business growth and development.

Procurement Specialist/ Business Development Manager
Marisol Herrera is the Development Business Manager and Bi-Lingual Procurement Specialist with the Connecticut Procurement Assistance Center where she assists businesses in government contracting at the federal, state, and municipal levels, as well as, with prime contractors. Marisol serves as President of the Hispanic Chamber of Commerce of Greater Bridgeport, CT. She is passionate about helping small and micro businesses by sharing resources, including strategies that will get them one step closer to winning contracts and build past performance. She has been a speaker and panelist for the Women’s Business Development Council and will be speaking at the 2021 Latinas and Power Symposium. Marisol is a business developer by training, entrepreneur in spirit, and educator at heart. She holds a Master’s of Science in Management from Albertus Magnus College.

Allisa Young came to CT PTAC as a Procurement Specialist with an extensive work history in a variety of industries. Her professional experience includes over 10 years in real estate, in addition to legal administration, public relations, telecommunications, solar energy, and marketing. She was also a co-owner of a small construction company in Southeastern Connecticut for several years. Allisa has a Certifications in Corporate Wellness Coaching & Wellness Coaching through Spencer Institute and attended Three Rivers Community College. Allisa was a member of ECAR (Eastern Connecticut Association of Realtors) for 12 years, in addition to being affiliated with the Eastern CT Chamber of Commerce & Northeast Chamber of Commerce. She is a board member for the Greater Mystic Chamber of Commerce. Allisa is committed to being an asset to the economic growth of Connecticut based businesses, while ‘Perpetually Evolving’.

Ishrat Nazmi has 10 plus years’ experience as a Supply Chain Professional in the Aerospace Industry (Pratt & Whitney) with Procurement of Goods and Services. In addition to holding positions; including Drafting Technician, Project Engineer, Procurement Analyst and a part owner of an IT Software Solution Company. Ishrat’ s diverse experiences not only enriched her understanding of Supply Chain, but also has given her an in-depth understanding of entrepreneurship and various business models. Her experiences in Manufacturing and Sourcing of Aerospace, IT and Retail industries greatly contributes to the CT PTAC team and its mission. Ishrat is passionate about working to improve the business growth in Connecticut through government contracting.

Meredith Glasgow is a Nashville, Tennessee native who recently moved to New England. She studied at the University of Mississippi and graduated with her BS in Marketing. She also had the opportunity to study international business in Ireland. She has a diverse business background, including work as an account manager and has experience with customer service, team leadership, shipping/receiving, parts manufacturing, purchasing and procurement for government contracts, event organization, and budgeting. Through experience, she is well versed in office programs, data analysis, video conferencing, website development, professional administration, and possesses other software and hardware knowledge.
